Lisboa’s Community Fund is a partnership between Lisboa Innovation and the 351 Portuguese Startup Association.

The community fund is a shared basket of money and resources that local communities can draw on to carry out their activities or organize events. Administered by 351 Portuguese Startup Association, the Community Fund will allow several smaller communities in Lisboa to develop and become more active, therefore fostering:

What is the fund for?
351 Portuguese Startups Association will not charge any fee to administer the fund. All savings in the fund will be allocated towards the organisation of initiatives, events, training and other activities that will benefit the national startup ecosystem.
Events, Research, White Papers, Meetups… Anything that fosters the growth of our startup ecosystem!
All communities and industries are welcome to apply. However, at times, and depending on what is underrepresented in our ecosystem, we may prioritize certain areas that promote diversity, sustainability, and heterogeneity, for example.
Your initiative must add value to the ecosystem. The community fund will support some of your costs* or put you in contact with partners. * costs must be submitted with budget proof.

Rules for the Lisboa Community Fund
The Community Fund is open to:
- Communities and initiatives that align with 351’s mission to foster innovation and the startup ecosystem in Lisboa, as well as with the vision of the Lisboa City Council, ensuring events are in line with these shared goals.
- The community must be registered and valid in Lisboa Innovation website. If not contact support@lisboainnovation.com
To apply for funding:
- Complete the application form at 351.community/lisboa-community-fund.
- Submit a detailed proposal that includes the purpose of the initiative, its expected outcomes, and a budget breakdown.
- Applications are reviewed on a rolling basis, with decisions typically communicated within 14 days of submission whenever possible. For this reason, we strongly advise submitting the application well in advance.
Please note that the maximum amount per initiative is 250 €
Funding is available for:
- Events, meetups, and workshops that promote entrepreneurship , innovation and the startup ecosystem in Lisboa.
- Educational programs or resources for startups.
- Research, white paper and other initiatives that collect and share valuable data about the Lisboa Startup Ecosystem
- Other innovative projects that contribute to the local startup community.
The following expenses are covered:
- Venue rental for events or workshops.
- Speaker fees.
- Marketing materials (e.g., flyers, posters, online ads).
- Catering for community events.
- Other expenses pre-approved during the application process (please note that you are required to request that approval if the expenses fall outside of those listed in the previous points).
You can request a refund in two ways:
Direct Invoice to 351:
- Ask your service providers to issue an invoice directly to 351. Include the following details:
- NIF: [Insert NIF number]
- Full company name and address: [Insert address etc…]
Reimbursement:
- Pay the service providers yourself and submit the following for reimbursement:
- The original invoice issued to you.
- Proof of payment (e.g., receipt, bank transfer confirmation).
- A new invoice issued by you to 351 for the same amount.
Refunds/payment requests must be submitted within 30 days of the expense being incurred.
Refunds/payments will only be processed after proof of the event or initiative has been submitted.
For events, this includes an event page featuring the required logos, information about the number of attendees, the date, and the venue. For researchers and white papers, submit the finalized work. Additionally, share any other relevant proof to demonstrate that the Community Fund money has been used correctly.

Borned in 2019 as an informal gathering of entrepreneurs, startup founders and ecosystem players, we have become the largest and most active startup community in Portugal with over 1200 active members and multiple weekly initiatives.
